Operation of the Bethanien community accommodation in Beeskow and accommodation-based migration social work
Summary
The contract covers operation of the Bethanien community accommodation for refugees at Frankfurter Straße 11 in Beeskow and the provision of accommodation-based migration social work to residents. Services concern building section 1, which has 41 places, for the period from 1 January to 31 December 2027. The contractor will manage residents’ admission and accommodation, day-to-day facility operations, cleaning, upkeep, safety and necessary maintenance, while providing advice and support with administrative matters, daily living, language learning, education, employment, health and social integration. The contractor must also arrange round-the-clock security; the cost estimate is based on two security staff on duty continuously. Bidders must submit a price sheet and cost calculations, the security service hourly-rate breakdown, a data-processing agreement and responses to the practical tasks in the tender documents. The evaluation considers price and the practical task responses. To remain in the evaluation, a bid must score at least 7 of 21 points for the operation and migration social work tasks and 4 of 12 points for the security tasks. For qualification, bidders must provide a list of significant services from the last three years and at least two qualifying migration social work references, each delivered continuously for at least one year with staffing of at least 0.5 full-time equivalent. The service requires 0.35 FTE for facility management, 0.25 FTE for migration social work and 0.5 FTE for service and caretaker duties. The bid must be submitted in German by the deadline stated in the contract notice.
