Heavy rainfall risk prevention concept for Damme
Summary
The contract is for a comprehensive concept to prevent and manage heavy-rainfall risks in the city of Damme, covering approximately 104 km² and 35 localities. The work includes collecting existing data and integrating it into a GIS; 2D hydraulic modelling for three rainfall scenarios (SRI 3, SRI 5 and SRI 10), with coupled sewer-network modelling where appropriate; hazard, damage-potential and risk analyses; and the development and prioritisation of risk-reduction measures. It also includes preparing risk-communication materials for residents, businesses and other groups, carrying out engagement and consultation activities, and delivering reports, maps and structured GIS data. Deliverables are digital, and the planned project duration is 15 months. The procedure starts with an application stage; suitable applicants will then be invited to submit tenders and take part in negotiations. Normally, up to three of the highest-ranked suitable applicants will proceed to the tender stage. The planned deadline for applications is 19 October 2026 at 11:00, and the planned deadline for initial tenders is 16 November 2026; the contracting authority may change the schedule. Applications and subsequent tenders must be submitted electronically through the procurement portal’s bidder tool and in German. Applicants must account for the required comparable reference, insurance, exclusion-ground and other declarations, and the requirement for project management in German at CEFR level C1.
