Summary
The tender covers the implementation of B2B inventory-management systems and middleware in two regional food-sector pilot regions: the Rhineland and Saar-Palatinate-Hunsrück. The work includes analysing the current situation and readiness in both regions; implementing an inventory-management system for an organic retailer and a regional organic-food aggregator; integrating the aggregator’s existing system if required; and connecting a separate middleware solution to 6–10 additional businesses in each region. The contractor must also provide training and support one pilot business in each region from 1 May to 31 July 2027, including collecting performance indicators and preparing final documentation. Only solutions already in productive use when the offer is submitted may be proposed. The inventory-management system and middleware must be separate solutions, so the main system can be replaced without affecting the connections of other businesses. A decentralised middleware architecture that prevents its operator from viewing businesses’ transaction data will receive particular consideration in the evaluation. Offers must be submitted electronically by 27 October 2026 at 12:00. The contract runs from 12 November 2026 to 31 July 2027; it is not divided into lots, and variants are not permitted. The submission must include a price schedule, an offer letter, and a declaration covering suitability, exclusion grounds, and references.
