Mobile cleaning of waste and recyclable-material containers in two lots

Summary

The procurement is divided into two lots for mobile cleaning of waste and recyclable-material collection containers in Duisburg. Lot 1 covers the inside and outside cleaning of 40–1,100 litre waste containers. Approximately 60 cleaning days are planned for 1 January 2027 to 31 December 2028, with a possible further 30 days during the optional extension from 1 January to 31 December 2029. A typical cleaning day covers about 220–230 two-wheeled containers and 30–35 four-wheeled containers. The contractor must use a specialist vehicle with a fully enclosed washing chamber, clean with hot water at a temperature of at least 60°C, and collect wastewater separately; water recycling or treatment is not permitted. Special plastic and metal containers and wheeled container systems are also included. Lot 2 covers mobile exterior cleaning of glass collection containers throughout Duisburg. One complete, uninterrupted cleaning campaign lasting several weeks is required each year of the main contract, covering about 320 locations and approximately 800 containers. For 2027–2028, the schedule includes cleaning 1,600 containers, removing graffiti from 400 and replacing 50 damaged labels; the optional 2029 extension includes 800, 200 and 25 respectively. The bidder must provide suitable cleaning vehicles, qualified staff, hygienic cleaning and proper disposal of waste and wastewater. The bid must include vehicle photographs or drawings, a technical description and a brief description of the work procedures. Bidders are asked to provide information on comparable work, turnover and staffing for the last three financial years, as well as insurance and other declarations; no minimum turnover or number of references is specified. A bid may cover either or both lots. Price is the sole award criterion: the main period accounts for 80% and the possible extension for 20%; any offered prompt-payment discount is also taken into account. Bids must be submitted electronically through the procurement portal and in German. The deadline for questions was 7 October 2026, and bids were scheduled to be opened on 14 October 2026 at 10:00.
