Winter maintenance services 2026/2027, Lots 3–6

Summary

The tender covers winter snow clearance and ice control at municipal properties and buildings in Bochum during the period from 1 November 2026 to 30 April 2027, for Lots 3–6. The work areas include pavements and other municipal areas, and bidders may tender for individual lots. Estimated areas based on ten service visits are 15,410 m² for Lot 3, 24,060 m² for Lot 4, 14,170 m² for Lot 5 and 25,590 m² for Lot 6; actual areas may change. The work includes removing snow and ice and preventing slippery conditions. As a general rule, a clear path at least one metre wide must be maintained, and the same width must be treated when slippery. Snow and ice arising between 7:00 and 20:00 must be cleared promptly after snowfall ends or the slippery condition occurs; snow and ice arising after 20:00 must be cleared by 8:00 the following day. Sensitive areas may have different priorities, times and widths. The use of salt and other environmentally harmful de-icing substances on pavements is generally prohibited; they may be used at dangerous locations or in exceptional weather when safe conditions cannot be achieved using abrasive materials alone. The city’s technical service will activate each deployment. Immediately after completing each service visit, the contractor must send the city a service report, which may need to be distributed to up to nine municipal departments. Spreading material must be removed after each treatment once the weather is free of snow and ice. Payment is based on the offered price per square metre for work actually carried out; the price must include all costs, including inspection journeys, transport, labour, spreading material and its removal. No payment is due if no deployment takes place, and inspection journeys alone are not paid separately. Offers are evaluated by final price per lot, and an offer at least 50% higher than the lowest compliant offer is excluded from evaluation. Normally, one lot may be awarded to each bidder, but multiple lots may be awarded to one bidder if there are not enough compliant offers. Alternative offers are not permitted. Offers must be submitted electronically through the portal by 12:00 on 15 October 2026. Required submissions include the offer form, the completed price schedule in Excel format, a declaration concerning exclusion grounds and an explanation of how winter maintenance will be ensured, including short-notice mobilisation. The contract period is 1 November 2026 to 30 April 2027, and offers must remain valid until 30 October 2026.
