Implementation of a digital learning management system with e-training

Summary

The procurement is for the provision and implementation of a cloud-based digital learning management system for up to 400 user licences, including e-training. The work also includes an administration-specific portfolio of e-training courses, as well as system maintenance, updates and further development. The contract period runs from 1 December 2026 to 30 January 2030. Price accounts for 30% of the evaluation, while quality and user-friendliness account for 70%; the latter is assessed by the offer of specialist topics (5%), the quality of learning content (30%) and platform user-friendliness (35%). The bidder must have third-party liability insurance and provide three references for work in the municipal sector carried out during the last three years. The required suitability, exclusion-grounds, minimum-wage and Russia-sanctions declarations must accompany the offer.
