Removal of oil contamination in the Cologne, Leverkusen and Weilerswist highway maintenance areas

Summary

The tender covers the removal of oil contamination from motorways in the Cologne, Weilerswist and Leverkusen highway maintenance areas, divided into three lots. The work includes responding to call-outs and taking over the incident site, cleaning contaminated road surfaces with a self-propelled cleaning vehicle using an approved method under DWA-M 715, removing absorbent material by hand or machine, and collecting, transporting and properly treating hazardous waste. Lot 3 in Leverkusen also includes temporary traffic management and work-zone traffic safety. The contractor must reach the incident site within 60 minutes of being alerted. The contractor must provide round-the-clock readiness for 365 days a year for the Cologne and Weilerswist areas and 304 days a year for the Leverkusen area. The offer must state the response time for each lot and include route-planner printouts showing travel times to the most distant point in each lot’s road network for Monday to Thursday at 07:00 and 15:00. The proposed waste-disposal route must also be described. Offers are submitted by lot, and the quantities listed are estimates for the contract period. To participate, bidders must demonstrate at least three references for oil-spill removal, appropriately qualified personnel and cleaning machines, and compliance with the insurance and hazardous-waste handling requirements. A bid for one lot requires at least two qualified staff and two cleaning machines; two lots require three staff and three machines, and all three lots require four staff and four machines. Lot 3 additionally requires at least two staff qualified for traffic-safety work.
