Supply, installation and customisation of a social intranet for Rostock City Administration

Summary

The procurement covers the supply of social intranet software and the necessary usage rights for Rostock City Administration, together with installation, customisation and implementation. The solution must run in the authority’s on-premises data centre and support internal communication, news and document sharing, search, knowledge management, team collaboration, chat, surveys, user profiles and organisation-based information distribution. It must be accessible, usable on mobile devices, and integrate with systems including identity and user management, document management, email and calendars. The work includes project management, software and licences, installation, implementation and customisation, a roles and permissions solution, testing, training, and 48 months of remote maintenance and support. Initial deployment is for the core administration. The design must take account of 2,600 employees, including 2,200 in the core administration, and support at least 4,000 users. The tender specifies, among other requirements, monthly availability of at least 99.5% and priority-based support response and resolution times. Bidders must provide at least two references from public administrations where the proposed solution has been in productive use during the last 10 years, each with at least 1,500 users, and must meet all mandatory A-criteria. Offers must be submitted electronically in German by 09:00 on 26 October 2026. The deadline for bidder questions is 19 October 2026. Presentations of the software solution are planned for 16–20 November 2026.
