Postal services 2027–2030

Summary

The procurement covers the provision of postal services from 2027 to 2030. Bids may be submitted by lot; the permitted number of lots must be checked in the contract notice. Offers must be submitted electronically in German by 3 November 2026 at 09:15. Alternative offers are not permitted. Several award criteria apply, as set out in the evaluation matrix. Offers from workshops for people with disabilities receive a 15% bonus in the evaluation, and such a workshop is preferred in the event of an equal economic result. The bidder must provide an ISO 9001 certificate, approval of charges by the German Federal Network Agency where applicable, the latest annual report for companies subject to publication requirements, an extract from the commercial and professional register, tax and social-security clearance certificates, and proof of liability insurance. The bidder must demonstrate experience with comparable postal services during the previous three years and provide three references if shortlisted. Turnover for comparable services is requested for the three most recently completed financial years, but no minimum amount is specified. The bidder must show that the necessary staff are available and identify the personnel proposed to manage the contract. If services or capacity from other companies are used, those companies must be identified in the offer and their commitment declarations provided if requested.
