Traffic safety measures and felling of hazardous trees in the Leipzig Forestry District (framework agreement 2027–2030)

Summary

The procurement covers traffic safety works and the felling of hazardous trees in six areas of the Leipzig Forestry District: Thümmlitz/Klosterbuch, Collm, Wermsdorf, Horstsee, Colditz and Waldmühle. The work includes felling deciduous and coniferous trees in different trunk-diameter classes, pruning, treating high stumps using a lift or tree climber, removing undergrowth and clearing the required clearance zone. This is a framework agreement under which work is ordered in stages as needed; at least 80% of the estimated volume is guaranteed. The contract starts after award, initially runs to the end of 2027, and may be extended for up to three further one-year periods, ending no later than 31 December 2030. Bidders must submit the required prices for each lot and work item, together with a list of equipment and workforce. The contractor must provide the necessary machinery, equipment and staff and maintain the required capacity during the scheduled work periods. Work must generally begin no later than seven working days after an order; in an immediate emergency, it must begin at once. The submission deadline is 28 October 2026 at 13:00, and the tender remains binding until 11 November 2026. Participation requires the requested declarations concerning tax and social-security payments, insolvency, serious misconduct, minimum wages and liability insurance. Work must be managed by an authorised representative with sufficient German-language skills and a qualified, continuously available site team leader. Subcontractors used for certain forestry activities must hold a certificate recognised by PEFC Germany.
