Framework Agreement for Postal Services
Summary
SIS – Schweriner IT- und Servicegesellschaft mbH is seeking a framework agreement for the weekday collection, weighing, franking, onward transport and delivery of sorted mail in Germany and, to a limited extent, internationally. The service covers standard, compact, large and maximum-size letters, as well as registered mail, including registered mail with acknowledgement of receipt. The contractor will collect mail from the processing centre in Schwerin Monday to Friday between 14:00 and 16:00 and ensure reliable delivery, tracking of registered items and returns of undeliverable mail. The estimated volume is approximately 560,000 items per year, but this is indicative only and does not guarantee a minimum order quantity. The framework agreement has a maximum value of EUR 3,000,000 excluding VAT; it starts on 1 January 2027 for an initial one-year term and may be extended up to a maximum of four years. The bidder must demonstrate a valid entry in the German Federal Network Agency’s register of postal service providers, provide the domestic-delivery CO2 emissions figure supported by an external assessment from a TÜV-certified organisation dated no more than two years before submission, and submit a delivery-time measurement under DIN EN 13850 no more than 12 months old or equivalent evidence. Emissions above 30 g of CO2 per delivered letter result in rejection. Quality management meeting DIN ISO 9001 is also required, supported by a valid certificate or equivalent evidence. The tender must include the required declarations and price schedule. Evaluation weights are price at 65% and domestic-delivery CO2 emissions at 35%.
