Incident Command Vehicle 1 (ELW1)

Summary

The tender concerns the supply of one ELW1-type emergency and incident command vehicle for the Kaufungen fire service, including the chassis, specialist equipment, communications and control systems, and vehicle conversion. The vehicle must comply with the DIN standards and other technical requirements specified in the tender, and the delivery must include the required documentation, operating manuals, electrical and communications drawings, an energy balance, and quality and reference documents. The bidder must meet requirements concerning ISO 9001 certification, comparable experience during the last three years, three references, a service network and trained installation personnel. The tender must be submitted electronically in German by 7 October 2026 at 10:00 and remain valid for 58 days. The award criteria are the tender price with 30 points, implementation of the concept with 30 points, technical value and functionality with 20 points, and delivery time with 20 points. The vehicle must be delivered by 1 October 2028 at the latest; late delivery incurs a contractual penalty of 0.2% of the contract value for each commenced working day, capped at 10% of the total contract value.
