Support to sectoral ministries in transitioning to programme budgeting

Summary

Enabel is procuring advisory and support services for the sectoral ministries of the Democratic Republic of the Congo to help them transition to programme budgeting. The work includes strengthening performance frameworks, supporting the preparation of performance plans for the 2027 and 2028 budget cycles, updating sectoral medium-term expenditure frameworks, and developing ministries’ capacity and performance-monitoring tools. The planned service period is 31 months.
