Framework Agreement for the Supply of a Hardware Security Solution

Summary

The procurement is for a 24-month framework agreement with a single supplier to provide hardware security solution products: 2–20 NET HSM MID devices, 2–20 performance-enhancement licences for NET HSM HIGH devices, 2–60 licences for expanding HSM client connections, and 40–400 administration smart cards. Products will be ordered as needed and subject to available funds, either separately or in different configurations. The estimated maximum framework value is RON 11,009,428 excluding VAT. Delivery is to the contracting authority’s premises in Bucharest. The submission deadline is 9 November 2026 at 15:00. Bidders must meet the registration and exclusion requirements, and their offers must comply with the technical requirements in the tender documents. Price accounts for 60% of the score and product warranty for 40%; the warranty must be at least 36 months, and any warranty longer than 60 months is scored as 60 months. The offered warranty must be supported by a manufacturer’s or supplier’s certificate or declaration.
