Framework agreement for employee bicycle leasing

Summary

The procurement is for a 48-month framework agreement to provide bicycle leases to employees of Ziekenhuis Oost-Limburg through the hospital’s cafeteria benefits plan, using salary exchange. Individual leases will normally run for 36 months and may also run for 48 months. The offer must include, among other services, theft insurance, annual maintenance and breakdown assistance; at the end of the lease, employees must be able to buy the bicycle at its actual market value. The solution must support integration with Acerta FlexPay and reduce administrative workload. The framework has a maximum value of €8,000,000 and will be awarded to one supplier. Performance of the new agreement will begin on 11 August 2027. The bidder must demonstrate annual turnover of at least €200,000 in the relevant business activity and provide the required annual accounts and three recent bicycle-leasing references. The bid must include a service description of no more than 15 A4 pages and a €5,000 guarantee. Bids will be evaluated on price (35%) and service quality (65%).
