Leachate management and disposal from Pata Rât landfill

Summary

The contract covers the management and disposal of leachate from the closed Pata Rât landfill in Cluj County. The service provider must ensure complete and safe disposal of the leachate volumes recorded by the meter; the contracting authority does not prescribe a particular treatment technology. The estimated volume is 35 m³ per day and the contract term is 12 months. The estimated contract value is RON 4,692,386 excluding VAT, based on RON 367.31 per cubic metre treated, including all costs. The bidder’s chosen solution must be lawful. If the effluent is discharged into a natural water body or onto land, its quality must comply with standard NTPA-001. If treatment produces concentrate or hazardous sludge, the service provider is responsible for its collection, transport and final disposal by an authorised operator, and must ensure that transport meets hygiene and safety requirements. The bidder must demonstrate proper registration and hold the environmental permit and waste transport licence required to collect, transport and dispose of the leachate or concentrate. The tender must include the European Single Procurement Document; the contracting authority may request supporting evidence from the highest-ranked bidder. Price accounts for 70% of the evaluation score and the vehicle fleet’s emissions standard for 30%: a vehicle meeting at least Euro 5 scores 5 points, Euro 6 scores 10 points, and an electric vehicle scores 30 points.
