Summary

The procurement is for three new M3-category diesel touring coaches for long-distance routes, all of the same make and model. The contract includes vehicle registration, delivery and handover in Klaipėda, and servicing during the warranty period. The vehicles must be unused, manufactured in 2026 or later, and have no more than 6,000 km on the odometer. They must meet the detailed technical and accessibility specifications, including provision for passengers using wheelchairs. Key technical requirements include at least 49 passenger seats, Euro 6 or cleaner emissions, and a six-cylinder engine with a minimum output of 320 kW and displacement of 12,000 cm³. All three buses must be delivered within nine months of the contract taking effect. The bid must state the delivery time for each bus and include the completed technical specification and required technical evidence. Price accounts for 73 evaluation points and delivery time for 27; a bid proposing delivery later than nine months will be rejected. The offer form states a maximum price of EUR 1,100,000 excluding VAT, or EUR 1,331,000 including VAT. The successful bidder must provide EUR 50,000 in contract-performance security. The bid must remain valid for at least 120 days. To qualify, the bidder must have correctly supplied at least one M3-category vehicle worth at least EUR 250,000 during the preceding three years; this experience must be supported by a supply record and recipient confirmations.
