Purchase of a Diode Laser
Summary
The procurement is for one diode laser for oncodermatology for the National Cancer Center in Vilnius, together with the required accessories. The laser must have adjustable power from 15 to 85 W and provide wavelengths of at least 980 nm and 1470 nm. It must support continuous-wave, single-pulse and repeat-pulse modes, pulse durations from 1 ms to 5 s, and a repeat-pulse frequency from 0 to 1,000 Hz. Required features include an aiming beam, an optical-fibre connection, an integrated display, an emergency-stop button and an audible signal. The set must include a foot control pedal, a focusing handpiece, at least one straight, reusable 600 μm (±10%) fibre and one straight, reusable 400 μm (±10%) fibre, a fibre repair kit, and at least four pairs of protective glasses for the 980/1470 nm wavelengths. The device must bear the CE mark, comply with European Union or international standards and medical-device safety requirements, and have a warranty of at least 24 months. Instructions for use must be supplied with the equipment in Lithuanian and English. At its own expense, the supplier must deliver the equipment to the National Cancer Center in Vilnius within 90 calendar days of the contract taking effect, install it within five working days after delivery, and provide in-person training for at least four people within five working days after installation. The procurement covers one complete set and is not divided into lots. The offer must identify the manufacturer, model and specific version and state the price and warranty period. Bidders must submit the completed offer form and technical specification, the required declarations and the European Single Procurement Document. They must also provide manufacturer catalogues, technical descriptions or equivalent evidence clearly identifying the offered parameters that demonstrate compliance with every technical requirement. No supplier qualification criteria apply. Offers are assessed on the basis of the lowest price. The offer must remain valid for at least three months after the submission deadline; no tender guarantee is required. Bidders must provide declarations concerning the absence of exclusion grounds and, if selected, the required supporting evidence. Under the contract, payment is due within 30 days of receipt of a compliant invoice.
