Design and construction of Vilhelmines Have care home

Summary

The contract covers the design and construction of the Vilhelmines Have care home in Kolding, Denmark. The contractor must plan and deliver 70 homes with a total residential area, including shared residential space, of 4,900 BBR m², as well as 1,750 BBR m² of care-home service area. Demolition is excluded from the contract. The turnkey contract includes design at successive stages, consultancy and construction, dealings with the authorities, project and construction management, supervision, information and communications technology management, health and safety coordination, and certified fire-safety and structural consultants. The expected duration is 30 months. The contract has a maximum value of DKK 120 million excluding VAT, and tenders are not compared on their total price. Evaluation considers quality and the economic value of deductions offered: architecture and functionality 30%, deductions schedule 20%, quality of materials, construction methods and technical installations 20%, process and organisation 15%, and sustainability 15%. This is a negotiated procedure; the contracting authority expects one negotiation round but may hold further rounds or award the contract without negotiations. Tenderers will be remunerated for participating in the negotiation and tender stages in accordance with the procurement documents. Applicants must meet the financial and comparable-project requirements and provide the requested information in the European Single Procurement Document and references. Suitable applicants will be ranked by the comparability of their references; three are expected to be selected, although the contracting authority may select four.
