Design and construction of Plant D at the Pembroke reverse-osmosis facility

Summary

The procurement covers the design, supply, installation, testing, commissioning and handover of a new seawater reverse-osmosis desalination plant, Plant D, at the existing Pembroke reverse-osmosis facility in Malta. The plant must have a nominal capacity of 11,200 m³ of water per day and a potential maximum capacity of at least 13,000 m³ per day, using two independent, identical reverse-osmosis systems. The existing plant must remain operational during construction, testing and commissioning, without jeopardising water production; the contractor is also responsible for all required mechanical and electrical works. The project requires environmentally friendly measures, and the contract is based on the 1999 FIDIC Conditions of Contract for Plant and Design-Build. The project is EU-funded, with an estimated value of EUR 10,200,000. Bids must be submitted electronically by 12 November 2026 at 09:30 and remain valid for 90 days. No tender guarantee is required.
