Creative development, production, transport, repair and maintenance of LRT-branded props

Summary

The tender covers the creative development, production, repair, modification, transport, installation and dismantling, cleaning and maintenance of props promoting the LRT brand. Props may include advertising stands, illuminated signs, decorations, flags, furniture and other items used at events, in programmes and during filming. Services will be ordered as needed throughout Lithuania. Typically, up to 10 projects a year require creative development and production, while 40–70 projects require transport, setup or maintenance. The contract runs for 12 months, with an option to extend it for a further 12 months. The maximum total value for the full possible contract period is EUR 272,892.56 excluding VAT. The procurement is not divided into lots, and price is the only award criterion. Offered unit rates must not exceed the limits stated in the tender documents. The offer must include a signed offer form and a completed, signed European Single Procurement Document; evidence of qualification and absence of exclusion grounds will normally be requested only from the bidder ranked first. The offer must remain valid for at least 90 days. Bidders must meet the stated national-security conditions and apply at least two of the specified measures for reconciling employees’ family and work commitments during contract performance. The supplier’s project manager will coordinate the work. For prop creation, the supplier must prepare a creative idea, design concept and visualisation, followed by a technical brief and production estimate. Production or repair may begin only after the design and precise estimate have been approved. Transport, setup and maintenance will generally be ordered at least three working days in advance. Props must be delivered on time, installed safely, clean and in working order before an event begins; a penalty of EUR 500 applies for each day a prop is displayed in breach of the requirements. The environmental requirements set out in the tender documents also apply and will be checked during contract performance.
