Acquisition, implementation and maintenance of an enterprise video platform for lecture recording and distribution

Summary

Vrije Universiteit Brussel is seeking one contractor to supply, integrate, maintain and support a cloud-based (SaaS) enterprise video platform. It is intended primarily for large-scale lecture recording, video management and editing, and the secure distribution and streaming of educational content to students. The solution must address compatibility with existing systems and infrastructure, migration and change management. Services will be provided across all university campuses. The planned contract period is 96 months, with two extensions. Bids must be submitted electronically by 3 November 2026 at 10:00; variants are not permitted. Quality accounts for 60% of the evaluation and price for 40%. Price is assessed on the six-year total cost of ownership, including licences, service-level arrangements, support, and transition, hardware and training costs. The bidder must demonstrate average annual turnover of at least EUR 500,000 over the last three available financial years, provide the required bank statement, at least two qualifying similar references, and an ISO/IEC 27001 certificate or equivalent audited evidence. The required declarations and forms must also be submitted.
