Supply of Cold Asphalt

Summary

The tender concerns the supply of cold asphalt pothole-repair mixtures to Magyar Közút Nonprofit Zrt. in six lots. The lots cover bulk mixtures for roads in western and eastern Hungary with traffic below 2,000 vehicles per day; special-binder mixtures for roads with any traffic level in both regions; and special mixtures for low-temperature use in western and eastern Hungary. The net budget ceilings for Lots 1–6 are HUF 121 million, HUF 43 million, HUF 413 million, HUF 703 million, HUF 106 million and HUF 114 million, respectively, totalling HUF 1.5 billion. Planned quantities and mixture characteristics differ by lot; the precise technical specifications must be checked in the procurement documents. The supply contract runs for 12 months and may be extended by up to a further 12 months if the available framework amount has not been used. Orders will be placed for at least 70% of the framework amount for the relevant lot. Price is the sole award criterion. Bids must be submitted electronically by 10:00 on 19 October 2026. Bidders may tender for up to all six lots. Tenderers must demonstrate previous experience supplying asphalt products: the minimum quantities for Lots 1–6 are 1,200, 400, 3,000, 4,600, 350 and 360 tonnes, respectively. The required quantities must have been supplied under contracts completed during the preceding three years and started no more than 72 months ago; several contracts may be combined to meet a lot’s requirement. Bidders must submit a priced itemised price table and the required bid documents, including a bid guarantee. When signing the contract, the successful tenderer must provide documents describing the product’s use and storage conditions, a valid technical approval or CE approval for the product, and a valid ISO 14001 or equivalent certificate for the manufacturing plant. Exclusion grounds and EU restrictive-measures requirements also apply.
