Maintenance and cleaning services

Summary

The procurement is for maintenance and cleaning services under a four-year framework agreement running from 11 January 2027 to 31 December 2030. Services cover cleaning and maintaining hygiene in offices, corridors, stairways, meeting and conference rooms, canteens, toilets, production and storage areas and ancillary spaces, as well as the grounds around the buildings, courtyard access routes and outdoor car parks at two Bucharest locations: 244D and 224 Iuliu Maniu Boulevard. The framework agreement has an estimated maximum value of RON 5,169,047.62; the estimated value of the largest individual contract is RON 1,300,000 excluding VAT. The framework agreement will be awarded to one contractor, with work ordered through individual contracts planned for 2027–2030. The bidder must be duly registered and demonstrate that it has provided similar maintenance and cleaning services worth at least RON 1,300,000 cumulatively during the previous three years. The offer must include the required self-declaration; the first-ranked bidder will provide supporting documents when requested. Offers must be submitted electronically by 11 November 2026 at 15:00. No bid guarantee is required, and variant offers are not allowed. Price accounts for 40 points: the lowest-priced offer receives the maximum, with other offers scored proportionately. Up to 40 points are awarded for the number of cleaning products meeting EU ecolabel criteria: 9–10 products earn 40 points, 6–8 earn 30, 3–5 earn 20, and 0–2 earn none. Up to 20 points are awarded for experience providing maintenance and cleaning services to public-interest entities, based on the number of completed contracts.
