Framework agreement for architectural and engineering services for the renovation of public buildings used for non-residential purposes

Summary

Sibelga is seeking a framework agreement for architectural and engineering services supporting the comprehensive renovation and energy-efficiency improvement of public buildings used for non-residential purposes. The work includes studies of existing buildings or parts of buildings, detailed studies, preparation of technical specifications, and monitoring the execution of construction works. Services may cover the energy performance of the building envelope, frames and insulation, airtightness, structural stability, interior and exterior design, signage, acoustics, infrastructure, and landscaping. The estimated total contract value is EUR 34 million and the framework maximum is EUR 61.2 million; up to 99 companies may be appointed to the framework. The planned term is two years from 1 July 2027, with the possibility of two tacit one-year extensions. Requests to participate must be submitted electronically by 10:00 on 5 November 2026. Precise exclusion grounds, qualification criteria and compliance requirements must be checked in the tender documents; electronic invoicing is required.
