Design and construction of approximately 48 homes in Prihielle

Summary

The tender covers the design and construction of approximately 48 homes in the Prihielle area, at least 24 of which are to be rental homes. The contractor must develop the design and carry out the construction; the final number of homes will depend on the site and the planning, technical, functional and budgetary constraints. The work is divided into two stages: the firm stage covers design through submission of the planning-permit application; the conditional stage covers detailed design, construction, supervision by the design team, and provisional and final acceptance. To participate, candidates must propose a team covering at least six specified roles, provide evidence of professional qualifications, and demonstrate relevant design and construction experience. The contractor must hold Belgian category D, Class 8 approval and registration. A guarantee is required for the construction-fee portion of the second stage, equal to 5% of that portion’s initial amount excluding VAT, rounded up to the next ten euros. The deadline for participation requests is 20 October 2026 at 12:00. The contracting authority intends to select at least three candidates to submit tenders. Tenders will be evaluated on price (35%), delivery time (10%), architectural and urban-planning quality (40%), and environmental performance (15%). The maximum total delivery period is 912 calendar days. The planning-permit application must be submitted within six months of notification of the contract award, and sales must begin within six months of the permit being granted. Tenderers must provide a project schedule and explanatory note, materials describing the architectural proposal, and an account of the environmental measures. Prices must also be provided for the optional works listed in the tender documents; the authority is not obliged to order them. Electronic invoicing is required.
