Road ice control and snow clearance

Summary

The procurement covers winter road maintenance on approximately 136.36 km of municipal roads in Szentendre, including ice control and snow clearance on roads and designated pavement sections. The service also includes road inspections, continuous on-call availability and a 24-hour winter-season dispatcher from 15 November to 15 March to receive public reports and coordinate field operations. The contracting authority supplies the spreading material; the contractor must provide a loader. The service may also be required at the same unit prices outside the regular season in exceptional weather conditions. The bidder must have relevant winter road-maintenance experience, at least four drivers holding category C licences, and at least four spreader-plough vehicles suitable for narrow streets. The work also requires at least one dual-purpose spreader-plough vehicle and a loader with a lifting height of at least 2.8 m. Contract award is conditional on additional capacity: beyond the equipment and personnel used to meet the qualification requirements, the contractor must have one further spreader-plough vehicle, one further loader, at least two additional drivers and one service-coordination specialist. Offers are evaluated on the proposed penalty for defective performance, the monthly on-call fee and the hourly operating rate. The penalty offer must be at least HUF 50,000 per defect; HUF 100,000 or more receives the maximum score for that criterion. Bids for separate lots are not permitted.
