Preparation of permit and detailed designs for the Eger bypass
Summary
The procurement concerns the design of the Eger bypass on the eastern side of the city, together with associated roads and structures. The core assignment covers preparation of decision-support documentation and a feasibility study, complete designs for obtaining construction permits, and obtaining the permits. Preparation of complete detailed designs and construction procurement documents is conditional as a separate stage; supervision by the designer during construction is an option the buyer may call off. The planned project includes approximately 17 km of national roads, around 9 km of local roads, 13 roundabouts, other intersections, six new structures and three structures to be rebuilt, as well as railway-crossing works. The largest new national-road bridge over a railway is planned with a structural span of approximately 81.8 m. The work also includes cycle and pedestrian routes. Complete permit and detailed designs must use building information modelling (BIM). The assignment also includes participation in construction procurements based on the designs and, as an optional service, designer supervision during construction. Tenders will be evaluated on the best price-quality ratio: price carries 50% and the experience exceeding the minimum requirements of three experts carries 50% in total. A HUF 25,000,000 tender guarantee is required. Participation requires at least HUF 1,780,000,000 in road-design revenue during the last three completed financial years, two specified road and bridge design references, and three separate experts each with 36 months of relevant experience. The bidder must hold the required professional registration. Tenders must be submitted electronically in Hungarian. The deadline is 15 October 2026 at 12:00 local time; the planned contract duration is 1,386 days. The contract is not divided into lots. Availability of funding is a condition for the contract to take effect.
