Winter street maintenance services (cleaning and anti-slip treatment)

Summary

The procurement covers winter maintenance services for streets in Vilnius, including Grigiškės and nearby areas: snow clearing, anti-slip treatment with a sand-and-salt mixture, and winter standby duty. Services are provided throughout the winter season, which is expected to start no later than 1 November and end no earlier than 31 March; the supplier will be notified 24 hours in advance of the start and end. The maximum contract quantities are 5,754 units of 1,000 m² for spreading, 22,262 units of 1,000 m² for cleaning, and 2,282 standby hours; the contracting authority is not obliged to order these maximum quantities. The successful bidder must provide at least two vehicles that it owns or has available under a loan-for-use arrangement, a spreader with a capacity of at least 4 m³ for standby duty, and immediate replacement of any vehicle that breaks down. The supplier must submit a daily report on the work performed by 7:00 a.m. The contracting authority will provide spreading materials within five working days after receiving a request. Price is the only award criterion. No selection criteria are set, but the bid must include the required form, a completed European Single Procurement Document and a compliance declaration; it must be in Lithuanian and remain valid for at least 90 days.
