Design and construction of the Vilhelmines Have nursing home

Summary

The contract covers the design and construction of the Vilhelmines Have nursing home in Kolding, Denmark, under a turnkey arrangement. The work includes preparing designs from the competition proposal and preliminary design through to the main and construction designs, as well as all necessary consultancy, design, construction and authority-related tasks. The project must provide 70 dwellings with a total of 4,900 BBR m² of residential floor area, including shared residential space, and 1,750 BBR m² of nursing-home service space. Demolition of three existing residential blocks is excluded from this contract. The maximum contract sum is DKK 120 million excluding VAT. Bidders do not compete on the total project price; evaluation instead considers the qualitative criteria and the economic value of deductions listed in the tender. The criteria are architecture and functionality (30%), the deductions schedule (20%), the quality of materials, construction methods and technical installations (20%), process and organisation (15%), and sustainability (15%). The procedure includes negotiations. One negotiation round is expected, but the contracting authority may hold further rounds, award without negotiations, or reduce the number of participants during the process. The planned construction period is 30 months. To participate, an applicant must demonstrate annual turnover of at least DKK 150 million, equity of at least DKK 30 million, and a solvency ratio of at least 15% for the most recently approved financial year. Applicants must also provide at least two comparable projects performed or still in progress within the past five years, each worth at least DKK 50 million. References are also required from the turnkey contractor, engineer and architect. Applications are due by 12:00 on 10 November 2026.
