Television coverage services for high-level meetings during Lithuania’s Presidency of the Council of the European Union in the first half of 2027
Summary
LRT is procuring television services for high-level meetings and other events related to Lithuania’s Presidency of the Council of the European Union, from 1 January to 30 June 2027. The procurement has three lots: television coverage for leaders-level events in Vilnius (EUR 150,000 excluding VAT); large-scale ministerial or European Commission-level events and other related services (EUR 777,206.20); and small- and medium-scale events and other related services (EUR 374,705). Services will be ordered as needed, and total contract expenditure may not exceed EUR 1,301,911.20 excluding VAT. The supplier must provide a suitably equipped mobile television unit, technical staff and, where required, creative personnel, and prepare for and film, record or broadcast each event. Services may be required at any time, including weekends and public holidays. Lot 1 services are in Vilnius; Lots 2 and 3 may be delivered anywhere in Lithuania. The technical specification sets lot-specific minimum requirements for cameras, recording, audio and video systems, and staffing. Work may also include graphics and captions, communications, and other services associated with the events. The bidder must submit a signed tender, a completed European Single Procurement Document (ESPD), pricing forms and a properly completed technical specification. Price is the sole award criterion, and the tender must remain valid for at least 90 days; no tender guarantee is required. The successful supplier must maintain general third-party liability insurance throughout the contract, with coverage of at least EUR 200,000 per insured event. This is a green procurement. Qualification details are referred to in Annex 8 of the tender documents, which was not among the documents provided; the precise requirements must be checked in the official tender documents.
