Supply of off-patent medicines by active substance

Summary

The procurement covers the supply, under a framework agreement, of medicines containing off-patent active substances in four lots: intravenous infliximab (base quantity 16,400,000 mg and an option of 8,200,000 mg), pomalidomide (201,600 mg and 100,800 mg), bevacizumab (60,000,000 mg and 30,000,000 mg), and tocilizumab (29,400,000 mg and 14,700,000 mg). The buyer is not obliged to order the optional quantities. The active framework period is up to 24 months and may be extended once by 12 months, followed by a four-month passive period. Bids may be submitted for all four lots, and the sole award criterion is the net price for the full base and optional quantities. The maximum prices for Lots 1 to 4 are HUF 4,106,896,200, HUF 300,959,366, HUF 6,825,060,000 and HUF 11,852,316,000 respectively, excluding VAT; bids above the applicable ceiling are invalid. Bids must be submitted electronically by 11:00 on 2 November 2026. Bidders must demonstrate the required volume of previous supplies of active pharmaceutical ingredients for medicines intended for human use and meet requirements concerning medicine marketing authorisation, valid listing in the reimbursement register, registration as a pharmaceutical wholesaler, distribution rights and registration in the electronic reporting system. The bid must state the medicine’s name, strength, pack size and net price per milligram.
