Framework Agreement for Vehicle Repair and Maintenance, Including Technical Inspections – Zone 2

Summary

The tender concerns repair and maintenance services, including periodic technical inspections (ITP), for the Romanian Court of Accounts’ mixed-brand vehicle fleet in Zone 2. Services are to be provided in the areas listed in the notice, including Bucharest and numerous counties. The framework agreement will run for 48 months, with an estimated maximum value of RON 6,186,432. At least 4 and no more than 15 subsequent contracts are expected, each lasting 1 to 12 months. These will be awarded to the highest-ranked eligible operator, or to the next-ranked operator if necessary. The bidder must have performed similar services under at least 1 and no more than 5 contracts during the previous three years, with a combined value of at least RON 300,000 excluding VAT. Operators performing vehicle repair and maintenance or ITP must hold the relevant valid technical authorisations from the Romanian Automotive Register (RAR). The bid must include the European Single Procurement Document (ESPD), a technical offer and a financial offer, and acceptance of the required contract terms. Price accounts for 90% of the evaluation and the workmanship warranty for 10%; the warranty must be at least 6 months, and a warranty of up to 12 months earns evaluation points.
