R100 – Landside infrastructure development at the airport
Summary
The procurement covers the design and construction of landside infrastructure at Budapest Ferenc Liszt International Airport: building or rebuilding the airport access roads, car park, pedestrian routes and utility networks, together with associated works and handover documentation. The planned works include approximately 53,000 m² of roads, an overpass with a 16.6 m clear span, and an asphalt car park for about 1,000 vehicles, with the required utilities, lighting and landscaping. The utility network across the site will be rebuilt, including stormwater, wastewater, drinking water, fire water, telecommunications and electricity; landscaping must also be restored. Traffic must be maintained throughout construction so the airport can continue operating around the clock. Suitable material from demolished road structures must be fully reused or prepared for later reuse. The planned contract duration is 850 days. The bid must also price an optional task to build facilities affected by a future railway within the project area, on approximately 2,000 m² of paved surface. Bids must be submitted electronically through the EKR system by 11:00 on 9 October 2026 and prepared in Hungarian. Price accounts for 70 evaluation points; the remaining points relate to the project manager’s additional experience, the second roadworks manager’s additional experience, up to 24 months of additional warranty, and experience delivering a sustainable infrastructure project. Bidders must demonstrate at least HUF 11 billion in relevant revenue, the specified road, bridge and car-park references, registrations, staff experience, and an ISO 14001 or EMAS or equivalent system. The successful bidder must also hold a waste-management permit and the required liability insurance before signing the contract.
