Separate Collection and Transport of Municipal Waste in Chitila

Summary

The tender is for the delegated provision of separate collection and transport of municipal and similar waste in the town of Chitila and the village of Rudeni. The service covers household, commercial and institutional waste, including separately collected recyclables, biowaste, textiles, bulky waste and household hazardous waste. It also includes construction waste from home renovation, waste from public events, and abandoned municipal and construction waste on public or private land. The estimated waste volume in the first year of operation is 5,480 tonnes. Price carries 80 points in the evaluation, and the use of more environmentally friendly vehicles can earn up to 20 points: hybrid and electric vehicles score under this criterion, while EURO 6 vehicles alone do not. The bidder must demonstrate average annual turnover of at least RON 30 million for 2023–2025 and experience collecting and transporting at least 25,000 tonnes of municipal waste in the previous three years under one to three contracts. Registration and authorization are required, as are ISO 9001 or equivalent quality-management evidence and ISO 14001, EMAS or equivalent environmental-management evidence. The bid must include the European Single Procurement Document and a declaration under EU Regulation 2022/576; further evidence may be requested from the highest-ranked bidder. No bid guarantee is required.
