Framework agreement for electronic collection of local taxes via POS terminals

Summary

The Municipality of Arad is seeking a four-year framework agreement for electronically collecting local taxes, fees and other local-budget revenues through POS terminals. The service must enable taxpayers to pay by card. The estimated total framework value is RON 29,536–2,339,424 excluding VAT; an individual subsequent contract is estimated at RON 3,692–292,428 excluding VAT. At least two subsequent contracts per year are planned, subject to the authority’s needs and approved budget. Price is the sole award criterion, and tenders will be ranked by total price. The bidder must be legally registered and must be a financial or credit institution authorised by the National Bank of Romania to accept card payments. Tenders must be submitted electronically, and electronic invoicing is required.
