Improving the Energy Efficiency of Miercurea-Ciuc’s Public Lighting Infrastructure
Summary
The procurement concerns improving the energy efficiency of Miercurea-Ciuc’s public street-lighting infrastructure. Existing high-energy lights are to be replaced with LED luminaires, additional lights installed where missing, and a remote-management system acquired and installed for integration with the existing system. The works cover streets across the municipality. The estimated value is RON 6,198,325.85, and the planned contract duration is up to 12 months, or 52 weeks. Performance is conditional on the allocation of budget funds; if funding is not allocated, the buyer may terminate the contract and pay only for work and supplies accepted up to that point. The bidder must demonstrate relevant experience from the previous three years, provide the required quality-management evidence, and supply the necessary equipment and qualified electrical team. The bid must include the technical calculations and documents specified in the tender. Evaluation takes account of price (25%), the proposed total power of the luminaires (55%), extended warranty (5%), technical configuration of the luminaires (10%), and the installation and commissioning period (5%).
