Maintenance of the IT system for electoral processes

Summary

The procurement concerns maintenance and continued operation of the IT system used for electoral processes. The work includes technical support and assistance, supervision, cybersecurity, and updates to the system’s data processing and transmission capacity; IT and communications products are also included. A 48-month framework agreement will be awarded to one contractor. Its estimated total value ranges from RON 301,248.67 to RON 37,450,847.89, excluding VAT. At least four call-off contracts are planned, and the estimated value of the largest is RON 8,310,962.67 excluding VAT. The bidder must be legally registered and have annual turnover of at least RON 8,000,000 in 2023–2025. The tender must include the required technical proposal and signed Forms B, C, D and E. The bidder must pass a technical capability test by implementing modular changes for a simulated election within 3 calendar days; the people named in the tender must take part. Failure to attend the test makes the tender non-compliant. Tenders are evaluated on price (80 points) and technical quality: a specialised centre providing round-the-clock cybersecurity monitoring can earn up to 18 points, and an intervention and escalation plan up to 2 points.
