Vâlcea County sanitation services concession

Summary

This is a concession for the joint sanitation service of local authorities in Vâlcea County. The successful concessionaire will organise waste collection and transport, transfer, and operation of the waste collection centres identified in the tender documents throughout the county. The concession runs for 8 years (96 months); its estimated total value is RON 810,330,277.34 and the annual concession fee is RON 1,644,130.45. Service revenue will be collected from users. Bidders must demonstrate relevant registration, access to funding for the first two months of service (RON 15,704,774.01), comparable experience from the last three years, and the qualifications of the required key personnel. The bidder must undertake to obtain the operating licence required for the service area within 90 days of signing the contract. The technical offer must account for specialist vehicles meeting Euro 6 and include separate technical and financial offers. Evaluation takes account of several waste collection and transfer tariffs as well as vehicle age. The offer must remain valid for 180 days; no tender guarantee is required. The successful bidder must provide a performance guarantee equal to 5% of the annual contract value.
