Regional Development of Water and Wastewater Infrastructure in Mureș County, Lots 1–3
Summary
The tender comprises three lots for developing water-supply infrastructure in Mureș County. The contractor must design and build water facilities, drinking-water treatment and pumping installations, reservoirs, transmission pipelines and distribution networks, including service connections and fire hydrants. The work also includes civil, mechanical, electrical and automation works, the supply and installation of equipment, and integration with local and regional SCADA systems. The contractor must prepare documentation for permits and approvals, test and commission the facilities, and remedy defects. Lot 1 includes, among other works, the Vețca and Neaua water facilities and extensions to the existing facilities at Fântânele and Călimănești. Lot 2 covers the Agrișteu and Țigmandru facilities and pipelines and networks in the Bălăușeri, Zagăr, Viișoara and Nadeș areas. Lot 3 covers the Coroisânmartin water facility and pipelines and networks in the Coroisânmartin and Seleuș areas. The schedule allows 6 months for design, 15 months for construction, and 1 month for testing and commissioning; the defects notification period is at least 36 months. Bids are scored on price (40 points), experience of the key personnel proposed for contract delivery (20), electricity consumption of the pumping units (10), design methodology and coordination of design with construction (15), and the network’s technical performance and future operation (15), for a maximum of 100 points. As a general rule, a bidder may be awarded one lot. Bids may be submitted for up to three lots, but bidders must meet the turnover and reference-work requirements for each lot concerned.
