Food preparation and delivery to children’s and social-care facilities in Haskovo

Summary

The contract covers the preparation and delivery of food to kindergartens and child and adult social-care facilities in Haskovo municipality. Kindergartens must receive daily four-meal catering for children aged 1–7. Children’s milk kitchens must prepare and distribute lunch for infants and toddlers aged 6 months to 3 years. Depending on the facility, social-care catering includes three meals a day, three meals at a day centre, or lunch or lunch and dinner for home social-care users. The estimated quantities are about 2,734 kindergarten meal-day portions per year, 170 children’s-kitchen meal tickets per day, and an average of 489 users of social-care facilities. Food must be prepared at a registered food business, in quantities based on orders, taking account of age-group needs and food safety and quality requirements. Each food batch must be accompanied by documents confirming its origin and compliance and safety. The estimated contract value is EUR 4,800,000 and the contract term is three years. Tenders are evaluated using five meal-service price components: four-meal kindergarten catering, 30%; residential social-care catering, 30%; day-centre catering, 10%; home social-care catering, 25%; and an afternoon snack when required, 5%. The lowest price receives the highest score for each component. Tenders must be submitted electronically by 3 November 2026. No tender guarantee is required, but the performance guarantee is 2% of the maximum contract value. To participate, a bidder needs a duly registered food-preparation facility, at least one comparable service delivered during the last three years to more than 1,000 users per day, the required staff and equipment, and turnover of at least EUR 1,600,000 from food preparation and delivery over the last three completed financial years.
