Electricity supply and balancing group coordination for broadcasting facilities in Blagoevgrad
Summary
The procurement covers the supply of medium-voltage electricity and coordination of a standard balancing group for three sites used by the national radio and television organisations in Blagoevgrad, at 56 Ivan Mihailov Street. The contractor must supply electricity, forecast consumption, administer hourly delivery schedules and take responsibility for balancing. The contracting authorities will not pay a participation fee for the balancing group or bear imbalance costs. The estimated volume is 884 MWh over 24 months. The contract runs for 24 months, with an option for the authorities to extend supply by up to six months if needed; the total value must not exceed EUR 150,722 excluding VAT. Bidders must hold a valid electricity trading licence that includes coordination of a standard balancing group and must have active registration in the relevant system operator’s register. They must also have completed at least one comparable supply of at least 800 MWh within the previous three years. Bids must be submitted electronically in Bulgarian and include the European Single Procurement Document, a technical proposal and a financial proposal. The lowest positive fixed markup determines the award; it must not exceed EUR 12 per MWh excluding VAT. The successful bidder must provide a performance guarantee equal to 3% of the estimated value for the initial 24-month term, excluding VAT.
