Calibration of existing weigh-in-motion scales (WIM sensors)

Summary

The contract covers calibration in Bulgaria of existing weigh-in-motion scales, or WIM sensors, which measure vehicle weights while vehicles are moving. The estimated quantity is 36 scales at 18 traffic monitoring stations, but the actual number ordered may be lower or higher; payment is due only for work specifically ordered in writing and completed satisfactorily. Each order, expected every six months, must be completed within 10 working days, and a certificate or calibration record must be issued for each calibration. The contract runs for up to 36 months or until the funds are exhausted, whichever occurs first. The estimated contract value is EUR 306,775.13. Price is the sole award criterion, and offered unit prices must not exceed the limits set by the contracting authority. Tenderers must have total turnover of at least EUR 300,000 excluding VAT across the last three completed financial years, relevant calibration experience from the last three years, and an accredited laboratory with the required scope. Before contract signature, the successful tenderer must provide a performance guarantee equal to 5% of the estimated value excluding VAT.
