Expert evaluation services for primary-school task modules

Summary

The procurement covers expert evaluation services for primary-school task modules under the “School of Opportunities” project. The expert will check newly developed digital learning materials and tasks before acceptance, assess compliance with content and technical requirements, and record identified errors and shortcomings. The estimated volume is 100 hours, but the contracting authority does not undertake to purchase that full volume; services will be ordered as needed at fixed unit rates. The initial contract value is capped at EUR 4,132.23 excluding VAT. Services must be delivered no later than 11 months after the first order, and the contract term may not exceed 12 months. The bidder must provide at least one expert with experience, gained during the previous five years, in creating, adapting, updating or evaluating at least one primary-education learning resource. Price accounts for 85% of the evaluation and quality for 15%; quality points reward relevant experience preparing or assessing tasks for gifted primary-school pupils, Olympiad tasks or national primary-level achievement assessments. The submission must include the tender form, the European Single Procurement Document, and evidence of the proposed expert’s identity, role and experience. No tender guarantee is required. Bids must be submitted electronically in Lithuanian or English, and the price must include all taxes and costs associated with performing the contract.
