Mureș County municipal waste treatment and disposal concession

Summary

This is a 120-month service concession for municipal waste management in Mureș County. The concessionaire must arrange mechanical-biological treatment of residual waste, transport of biologically stabilised and other unrecovered waste, and disposal at the Sânpaul non-hazardous waste landfill. It must also transport residual waste suitable for energy recovery to appropriate facilities and dispose of, among other waste, street sweepings, soil and stones, and residues from treatment facilities. The contract also includes design work for the landfill’s second cell and upgrading of the treatment plant at Sânpaul; obtaining permits and approvals; construction and upgrading works; supplying and installing equipment; technical support from the designers; and closing landfill cells when they reach capacity. The estimated value is RON 470,245,026. Bids are assessed using operating tariffs and a quality factor: tariff components carry 42, 30, 6 and 2 points, and the quantity of RDF/SRF sent for energy recovery carries 20 points. The offered RDF/SRF quantity must be at least 18,000 tonnes per year and supported by contracts or binding pre-contracts with authorised incineration or co-incineration facilities. No tender guarantee is required. The successful bidder must provide a performance guarantee equal to 10% of the contract’s annual value excluding VAT, within five working days of signing. To participate, bidders must demonstrate legal registration and authorisation, average annual turnover of at least RON 100 million in each of the last three completed financial years, immediately available financial resources of at least RON 30 million, relevant waste-facility operating experience, and the availability and qualifications of five specified key personnel. The required financial, experience, personnel and subcontracting documents, as well as declarations concerning exclusion grounds, must also be provided.
