Supply of Water Pipes and Fittings

Summary

The procurement covers the supply of water pipes and fittings for construction of Dobrich’s water supply network and emergency repairs to the existing network. It is divided into three lots: PEHD and PVC-O drinking-water pipes; PE100 electrofusion and butt-weld fittings; and quick mechanical coupling fittings. For the second lot, the specified fitting diameters are 20–400 mm for electrofusion and 63–400 mm for butt welding; the operating pressure ratings are PN 16 (SDR11) and PN 10 (SDR17) or PN 16 (SDR11), as detailed in the technical specification. Deliveries will be made in periodic partial shipments over two years, following the buyer’s written orders. The buyer may also order other products related to the procurement but not listed in the technical specification, up to EUR 40,000, EUR 20,000 and EUR 10,000 excluding VAT for lots 1, 2 and 3 respectively; these options are included in the estimated values for the lots. If the contract value has not been reached by the end of the term and both parties agree, the contract may be extended for up to six months. The estimated values are EUR 332,500, EUR 133,000 and EUR 33,500 respectively, for a total estimated value of EUR 499,000 excluding VAT. For each lot, bidders must have at least one similar supply reference from the previous three years and valid ISO 9001:2015 or equivalent quality management evidence. Offered products must meet the technical specification for the relevant lot. Price is the only award criterion for each lot: the sum of the unit prices is compared. Bids must be submitted electronically by 2 November 2026. No tender guarantee is required; the successful bidder must provide a performance guarantee equal to 2% of the contract value.
