Supply and delivery of fruit, milk and bakery products to schools and kindergartens

Summary

The procurement covers the purchase and free delivery of fruit, milk and dairy products, and bakery products to schools and kindergartens in Bihor County for three school years: 2026–2027, 2027–2028 and 2028–2029. Beneficiaries are pupils in public primary and lower-secondary schools and children in public kindergartens with a normal four-hour programme; the overall description also includes children and pupils in special education. The procurement is divided into three lots: bakery products, milk and dairy products, and apples under the third lot. The supplier must also provide transport, distribution and, where applicable, storage. The estimated maximum value of the three-year framework agreement is RON 84,460,122.48. Up to three suppliers may be appointed, with contracts awarded in ranking order without reopening competition. Estimated quantities are 37,250,200–40,974,919 units of bakery products, 37,250,200–43,433,731 units of milk and dairy products, and 14,541,905–15,996,095 apples. Quantities may change according to actual school and kindergarten attendance. Bidders must meet turnover, similar-supply experience, registration and food-safety evidence requirements. A participation guarantee must accompany the electronically submitted tender, which is due by 26 October 2026 at 15:00. The evaluation scores price (40 points), product quality schemes (30 points) and the number of intermediaries in the supply chain (30 points); qualified bidders will also take part in a single-round electronic auction.
