Compliance requirements
The notice includes a domestic exclusion ground related to restrictions based on the bidder’s place of residence or registered office. The bidder must confirm whether it is affected by a contracting authority restriction on submitting a tender or request to participate; the exact restriction must be checked in the tender documents.
The bidder must also confirm that it will not use, for more than 10% of the contract value, subcontractors or suppliers who are Russian citizens, residents or entities established in the Russian Federation; entities more than 50% directly or indirectly owned by such persons or entities; or representatives of, or persons acting on the instructions of, such persons or entities. The bidder must confirm that the offered goods are not subject to international sanctions and do not originate from sanctioned regions. A tender may be rejected if the resulting contract would be void under the applicable sanctions legislation.
For a works contract where the relevant threshold applies, the bidder must confirm that it will not use a subcontractor who would have to be replaced under the applicable public procurement rules.
