The bidder and its management body members must not have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud or any other exclusion ground listed in the ESPD. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The machine-readable notice did not include precise exclusion grounds; they must be checked in the tender documents.

The bidder must have a total net turnover of at least EUR 105,000 in the last three financial years combined. The bidder must also have experience from at least one properly performed contract from the last 36 months for the sale or supply of goods similar to the subject of the procurement, with at least 25 similar items manufactured and delivered under that contract. If the bidder relies on another company’s resources, both companies must provide a signed joint liability confirmation. The bidder must be able to provide supporting documents on request, including turnover evidence and references for the similar contract.
