Compliance requirements

The bidder must confirm that neither the company nor its representatives, management, supervisory or controlling persons have been finally convicted within the last five years, or remain subject to an exclusion period, for participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, child labour or other forms of human trafficking. The exclusion grounds also cover breaches of tax and social security payment obligations, enabling illegal employment of foreign nationals, being subject to international sanctions and other grounds under national law, including restrictions based on the bidder’s place of establishment or residence. The bidder must provide the required information and evidence concerning any relevant conviction, the persons involved, the exclusion period and the availability of supporting information in electronic databases. Where legally permitted, the bidder may describe remedial measures taken to restore its reliability. The bidder must also confirm compliance with international sanctions requirements and the applicable restriction on using subcontractors or suppliers connected with the Russian Federation for more than 10% of the contract value.

Qualification criteria and exclusion grounds

The bidder must submit the electronic European Single Procurement Document and confirm its suitability and compliance with tax obligations.
